Luxembourg's new-build market is barely moving. Only 225 off-plan apartments were sold in Q2 2026, about 68% below the 2017โ2021 average. Residential building permits fell for the fourth year in a row in 2025: just 3,404 homes authorised. Construction activity has settled around 30% below its 2015โ2021 level.
And costs? Still climbing. Residential construction prices rose another 2% between October 2025 and April 2026. 165 construction firms went bankrupt in 2025.
The country needs homes. Projects don't pencil. Something has to give.
